§ 2.1. General.

  • While the presiding officer is putting the question, no member shall leave or otherwise cause a disturbance in the council chambers.

    Every member previous to his speaking, making a motion or seconding the same, shall address himself/herself to the presiding officer, and say, Ms./Madam/Mr., and shall not proceed with his/her remarks until recognized and named by the chair. He/she shall confine himself/herself to the question under debate, avoiding personalities and refraining from impugning the motive of any other member's argument or vote.

    When two or more members address the chair at the same time, the presiding officer shall name the member who is the first to speak. The council may, by two-thirds vote, expel a council member for disorderly conduct.
