§ 3.18. Hearing and subpoenas.

The council or any committee of council shall be authorized to conduct hearings and investigations into the operations and affairs of the city, or of any office, department or agency thereof, and for such purposes the council or any such committee of same, shall have the power, by subpoena, to compel the attendance of any person or persons, who may be found within the city, and the production of any documents or other materials at any hearing or meeting of the council or of its committees. The subpoena, shall be issued by the pro-tem, but only upon approval of the issuance of same by a majority vote of council and shall be signed by the president pro-tem.
