§ 4.2. Conflict of interest.

  • No member shall knowingly cast a vote upon any question put before the council wherein the outcome of such question might affect, either directly or indirectly, any financial or other interest on his/her part, or on the part of any member of his/her immediate family. For the purpose of this rule, the term "immediate family" shall mean a spouse, child or spouse of a child, a brother of sister or spouse of either, a father or mother or spouse of either, or a niece or nephew or spouse of either. In such an event, said member shall disqualify himself/herself from consideration or voting on said matter.

    Whenever a member shall be in doubt as to whether his/her participation in any measure would constitute a conflict of interest, it shall be incumbent upon said member to immediately advise the council as to the circumstances thereof, and to abide by the determination of the council, which shall determine by majority vote, as to whether or not the member shall be allowed to participate in voting on the question before the council.
