§ 5.4. Committee jurisdiction.

  • The standing committees shall have the following jurisdictions:

    a)

    Committee on public safety: This committee shall be concerned with the operations and needs of the fire and police departments, particularly in relations to the budgets or appropriations of said departments, and shall confer, from time to time with the board of fire and police commissioners of the city, and shall, if necessary make reports and recommendations as it deems necessary; shall investigate the operations of the city jail, and said committee shall also hold public hearings on all matter to which it has jurisdiction, and shall have the power to subpoena any witnesses or documents pursuant thereto. Said committee shall concern itself with matters pertaining to public or private transportation, aviation, traffic control and engineering, and on and off-street vehicular parking.

    b)

    Committee on community development: This committee shall have jurisdiction over the following matters: pollution, environment, parks and recreation, health, education and welfare, equal employment, social programs, including, but not limited to senior citizens, youth programs, and child care, public library and all community service activities within the city, consumer affairs, tourism; further said committee shall investigate any such matter which pertains to any of the above-noted matters, and shall make recommendations concerning any action pertaining thereto. Said committee shall receive status reports from community development block grant (CDBG) to direct the council. Further, said committee shall be concerned with all matters pertaining to zoning and planning, annexation, business development, building and housing and related code enforcement, neighborhood development and all other economic development matters. This committee shall also be concerned with all matters pertaining to the drafting, implementation and supervision of all matters concerning the operations of the courts of the city, and particularly with respect to the municipal court of the city; all personnel matters; purchasing procedures of the city; inter-governments; the operations of the council itself, its officers and employees; all appointments of the executive branch which by law must be approved or confirmed by the council; all matters pertaining to elections, initiatives and modifications thereof the conduct and quorum of the council and the members thereof; expenditures of fund appropriated for council and review of recommendations for staff of council with the pro-tem of council.

    c)

    Committee on public works: This committee shall be concerned with and shall investigate all matters and proposals relating to the care and maintenance of all bridges, streets and alleys, water pollution control and sidewalks.

    d)

    Committee on finance: This committee shall be concerned with all matters pertaining to the budget of the city, matters pertaining to the administration of any taxing or revenue ordinance, and shall inquire into the operation of the department of finance.
