§ 2-102. Participation in council meetings by person twice removed for offensive conduct.

  • A person who has been removed two or more times from city council or committee meetings for offensive or disruptive conduct may attend and participate in future meetings, subject to the following conditions:

    (1)

    The repeat offender must submit his comments in writing to the clerk or secretary of the meeting.

    (2)

    The clerk or secretary of the particular meeting shall forward the written comments to the chair of that particular meeting.

    (3)

    The chair shall read aloud the relevant written comment, answer if necessary, and the meeting shall proceed to the next order of business.
