In order to determine eligibility for permits or to enforce the terms of this chapter, the application shall also contain information or certification as may be reasonably required by the director of buildings and grounds.

    (d)

The director of buildings and grounds shall review permit applications and, before issuing a permit, determine that the development activity would be reasonably safe from flood damage.
